2023 Chester County Tax Credit Poll for First Responders

About The 2023 ChesCo Tax Credit for First Responders
The County is moving forward with investigating the feasibility of a property tax credit with volunteer first responders for Fire and EMS. Our first step is data collection to determine what the overall maximum impact would be on the County's budget. To do that, it has been requested that we survey our responders to determine how many volunteers own and reside in a primary residence within the County. We are not applying any other metrics at this time, such as call response or training hour participation.
We are looking to gather a few pieces of information in the survey:
- Name as it exists on the tax parcel.
- Primary residence mailing address.
- Municipality.
- Volunteer agency the submitter is affiliating with for purposes of the tax credit.
- Confirmation that the submitter owns and resides at the address they have provided.
Some frequently asked questions we anticipate:
- Question: I qualify as a volunteer, but I am not the owner (listed on the tax bill) of my primary residence – would I still potentially qualify for the property tax credit?
- Answer: No – those eligible for the credit must own the home in which they reside.
- Question: I own two separate properties in the County – would both potentially qualify for the property tax credit?
- Answer: No – the tax credit would only apply to your primary residence.
- Question: I am a Chester County volunteer first responder, but I reside outside of the County – would I still be eligible to submit for the property tax credit?
- Answer: No – those eligible must own and reside within Chester County.
- Question: I am a career employee at one emergency services organization and volunteer my time at another – would I still be eligible to submit for the property tax credit?
- Answer: Yes – you may submit through your volunteer organization.
- Question: I volunteer my time with the administrative side of my organization but do not respond to emergencies – would I still be eligible to submit for the property tax credit?
- Answer: Yes – at this time, we are looking to gauge both operational and administrative volunteer participation.
As close to 100% participation in this survey is vital. We are hopeful that due to the potential result, there is a wholistic submission.
